Hi Point Carbine for military (not US) purposes?
A cheap ($200 retail) weapon. Cheap ammo, 9mm retails for less than 25¢ per round. If you opted for the .40 S+W, less than 30¢ per round. Compare that to about 35-40¢ per .223 round for Mini 14 that costs more than 3x as much as the Hi Point and you can equip and train a small military on a low budget.
The upside is they will not have the sort of firepower that will cause the US military a lot of problems if things go bad and we have to intervene.
Would marginally trained troops be able to hold off an attack from marginally trained rebels with AK-47's? Figure there going to be a lot of shooting, not a lot of hitting the target.
Would this theoretical 2 bit, 3rd world army be better off with something else?
How do you determine the risk, benefit and need of arming a shaky government you hope to make an ally?

I interpret this to be regarding what sort of arms should be provided to the Iraqi government so that they can operate against Muslim Terrorists but will not have the firepower to effectively attack United States Forces.
According to my information, standard U. S. Body armor will protect against a standard 9mm round.
Yes, any arms distributed to Iraqi forces should not fire anything powerful enough to penetrate standard Issue U.S. body armor.
The 9mm round is powerful enough against Muslim Terrorists who do not have body armor.
Even though the AK47 is a more powerful round, at close range the 9mm round should be effective against Muslim Terrorists as long as they do not have body armor.
The 9mm ammunition can be used effectively against Muslim Terrorists but would be relatively ineffective when used against U.S. troops with standard issue body armor.
